The effective factors on the strategic position of the Supreme Council in the national development of Iran

Objective and Background: The aim of this study is the effective factors on the strategic position of the supreme council in the national development of Iran. The physical and organic aspects of the city and the optimal future development of the country are the fields of study for this research. Methodology: The research method in this research is qualitative and based on the grounded theory. The statistical population is experts in the domain of the Supreme Council of Provinces, who were selected by snowball sampling. This process continued until the stage of theoretical saturation by 12 people. Findings: Research findings showed that in the central category (good urban governance), 59 codes; Casual data Conditions, 12 codes; Contextual conditions, 36 code; Strategies, 9 codes; Intervening variables, 11 codes, and finally in outcomes, 54 codes discovered. The total number of codes obtained from research interviews is 181 codes. Results: According to the research findings, it can be concluded that conditions such as the existence of science and art of management, national resources, and managerial attitude form good urban governance and make strategies such as creativity thinking (divergent thinking) and peace-oriented approach to be defined as the strategies of the Supreme Council of Provinces. These strategies certainly have implications, including a development-oriented and sustainable development approach.
